Happy New Year to you. Sorry to hear about the problem. Surprised to hear what you have gone through as Mah Sing is a big developer. Not staying there, I won't know about it. 

To answer your questions as I have experience on that :

1. As long as you have lodged the defects officially and that the develop has acknowledged it in writing (all black and white) before the expiration period, they have to complete it. It is only the new defects that are not covered. So, you must get all the defects lodged. Secondly, you must ensure that they acknowledge the submission and everything is black and white and not verbal. Verbal does not help at all.

2. Construction during off hours. This is termed as "nuisance". It is the management's duty to ensure that it does not happen. If it happens, you can lodge a report or complaint to MBPP's Department of Building.

With the advent of AirBnB. I think there is a drop in interest in service apartments as tourist and visitors tend to stay in homes or private apartments. I know for sure hotel occupancy has dropped and some of the hotels are in a semi-panicked mode. For foreigners, many of them are staying in my apartment blocks for a few weeks. Just to experience what life is at a local level. Many people including myself are not very keen to open up apartments to visitors on a short term basis. Security will be poor.

Bubbles... bubbles everywhere in the world. The price per sqft for many apartments/condos in Penang is close to what people pay in the city center of KL.  It is around RM1000 for many properties in Penang. Go to KLCC and you will also get that kind of pricing. The rental return is really very bad in Penang. No poing buying a property at RM1000 and renting out at RM3 per sqft

It is a little high as usually people will take the deposit according to roughly how much electricity will be used. The normal practice is to take half month rental but if your unit has a lot of airconds or heaters, then the owner can request one full month. However, if the unit is a low cost apartment, then taking half month from a tenant who can bare make ends meet is rather ridiculous. So, I think you can try to negotiate for RM300.
